By benefits we mean programs that can give a household cash or something like cash to meet its needs. These include programs that actually provide the equivalent of cash, sometimes called welfare programs, including Transititional Assistance for Needy Families (TANF), Emergency Aid to Elders, the Disabled and Children (EAEDC), and Veteran's Benefits.
